International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people survive and rebuild their lives. The IRC opened its offices in Burundi in 1996 and initially focused on life-saving interventions and providing immediate assistance to refugees and displaced people. IRC Burundi is now focusing on post-conflict interventions to support the country’s transition to lasting peace and stability.
IRC Burundi has a dynamic post-conflict program encompassing prevention and response to gender-based violence, child protection, social cohesion, protection and rule of law, economic recovery and development ( ERD) as well as environmental health. Clients are vulnerable and marginalized populations, including refugees, IDPs, returnees and other vulnerable categories such as women, children and youth. IRC works with the Burundian government, local and international partners to increase the protection, economic empowerment and social cohesion of these groups. The IRC has its main office in Bujumbura, serving not only as headquarters but also as the base for programs in Bujumbura Rural and Bujumbura with Field offices located in Gitega, Muyinga and Ruyigi.
With the support of the European Union, IRC in consortium with the two national organizations CAFOB and AFHV will be responsible for a project with the specific objective of strengthening the participation of civil society in the fight against gender-based violence ( GBV). The implementation of the activities will be ensured by the Project Manager. The estimated start date is February 15, 2023.
Under the direct supervision of the Women’s Protection and Empowerment Coordinator, the Project Manager will be the representative of the PRESCIBU TUYATUZE project, funded by the European Union. The project manager will be responsible for carrying out the project by monitoring and controlling its entire progress. The person must master the project, coordinate implementation actions and know how to adapt and optimize resources to ensure implementation in line with the commitments made with the donor. The Project manager will have under his/her supervision 1 staff GBV Officer and will collaborate with the support departments (Monitoring, Evaluation, Operations, Finance, HR) with the technical support of the Women’s Protection and Empowerment Coordinator.
The Project Manager must ensure the coordination of actions in close collaboration with the partners of the consortium. The Project Manager will be based in Gitega, with frequent travel to project implementation areas.
- Supervise the implementation of the project and organize monthly project monitoring meetings (Project Implementation Meetings, PIM);
- Explain the content of the project (budget, narrative, action plan etc.) to the project team and partners and ensure that everyone has the same understanding of the activities and indicators;
- Ensure that project objectives are achieved;
- Compliance with donor procedures and programmatic quality standards;
- Work closely with the Grants and Finance Department to ensure the submission of narrative and financial reports required by the donor;
- Coordinate the IRC consortium/partners;
- Ensure coordination and collaboration with the Grants Department and the IRC Burundi Partnership Manager;
- With the support of Monitoring and Evaluation (M&E) and support services, ensure the establishment of systems allowing the monitoring and evaluation of the quality of execution of project activities, including investigation processes patient/client satisfaction, in addition to supporting one-off follow-up visits;
- Identify opportunities for project expansion
Contribute to the continuous analysis of the situation and the improvement of project strategies
- Contribute to the documentation of lessons learned and good practices;
- Work in close collaboration with M&E in order to propose potential new needs identified in the field.
Training and capacity building
- In collaboration with the technical focal point, identify the training needs of the project teams, NGO members of the consortium and implementing partners;
- Support the design and implementation of capacity building plans for project teams at the field level, in collaboration with the Women’s Protection and Empowerment ai Coordinator.
- Establish an initial expenditure plan with monthly projections;
- Analyze monthly expenses incurred, revise transactions vs. monthly projections, identify any coding errors and present the situation of monthly balances;
- With the help of the finance department, review of the state of expenditure, budget flexibility, risk of under-spending, over-spending, missing budget lines and identification of solutions for implementation.
Human Resources Management and Capacity Building
- Directly supervise project staff and ensure that staff have clear and quantifiable objectives;
- Ensure that staff benefit from regular performance reviews and receive continuous feedback;
- Promote constructive teamwork between programming staff and operational support staff (finance, logistics, HR);
- Train project teams.
Monitoring & reporting
- Contribute to developing and maintaining effective and sustained supervision, and participate in quality control and reporting;
- Regularly monitor field activities;
- Monitor and consolidate the information collected periodically and the activity reports of the partners;
- Ensure the high quality of donor reports on activities, indicators and results;
- Ensure regular communication concerning the evolution of activities in the field, its challenges and difficulties in the implementation of the project on the part of the partners.
Collaboration with partners
- Develop and maintain effective working relationships with consortium partners and other actors in the field;
- Ensure regular performance monitoring of consortium partners;
- Provide regular technical support and guidance to consortium partners;
- Ensure collaboration with local authorities, other actors in the field, United Nations agencies, and participate in various technical forums.
- Work with the operations and logistics departments to ensure that the project is implemented according to IRC procedures and in compliance with the security standards in place;
- Develop the project purchasing plan with the operations and logistics department;
- Regularly follow up with the operations and logistics department on the progress of purchases.
- Report to the supervisor any protection concerns, trends and updates in the area of intervention;
- Promote and adhere to the principles, objectives and code of conduct of the IRC;
- Ensure any other task requested by his supervisor allowing the good progress of the project.
Qualifications And Skills
- Bachelor’s degree in social work, psychology, international law, human rights law, international relations, social sciences or other related field;
- Minimum 3 years of work experience in the humanitarian or development field in the management of humanitarian protection projects in general and possibly the protection of women and girls with international or national NGOs;
- Familiarity with GBV prevention and response (case management, psychosocial support, legal support, medical support);
- Project management experience with local partners;
- Strong ability to respect differences in culture, opinion and experience;
- Knowledge of and respect for the principles of humanitarian protection and the empowerment of women;
- Interpersonal skills, positive and professional attitude, ability to lead and work well in a team and with several partners;
- Listening attitude, empathy, flexibility, creativity and ability to work under pressure;
- Professional fluency in French required; English an asset;
- Full professional Microsoft Office proficiency, in particular Word, Excel, Outlook and PowerPoint.
The position is based in Gitega with frequent trips to the project intervention areas. The security situation in Burundi is generally calm.
